Monsieur Léger added that the French Government would have to proceed with the utmost caution in the whole matter so as not to afford the slightest excuse to Japan to occupy Hainan or Paracel Islands. loreover, the Hunan Railway was specially exposed to possible attack from the air by Japan, and French Indo-China in general lay practically at the

mercy of that Power.
